Leaving Lower with Non-FFL for Engraving

Hey guys, I'm getting conflicting info here. We've got a local trophy shop that can do the engraving (and get the correct depth). I know of course I can wait there and have them do it, no concern about that.

Buddy wants to get one of his lowers done, but can't wait there.

Reading some other posts, people talk about them needing an FFL in order to leave it there since it's considered "repair". But I also just called my local ATF office and the woman said it's fine to leave it there and leave the premises since they are a company/business, local, and it's just engraving, not changing the dynamics of the firearm at all.

For those that say I can't leave it there, is there a reference somewhere I can refer the shop (and my friend) to?
