WV passes Constitutional Carry Bill, effective May 24 2016

Monday, the WV senate passed the Constitutional Carry Bill 24-9, after it had previously passed the WV House 68-31. After a concurrence vote in the House (over small changes to the Bill), it goes to the Guv.

The history of this is that the WV legislature passed Constitutional Carry in 2015 by an overwhelming vote, but the Guv vetoed it. There wasn't enough time left in the legislative session to override the veto. This year, the WV legislature has left enough time, and has the votes to override the Democrat Guv's veto.

Almost there WV gunowners, great job of demanding this from the legislature.

I expect the bill will go to the Governor today or tomorrow.

He will likely delay the veto as long as possible while lobbying those that support the bill.

I sure hope he is unsuccessful and his veto is overridden!!!!!

The Constitutional Carry bill was sent to the Governor's desk the afternoon of Wednesday 2/24/16. NRA-ILA expects a veto by the Governor next week.


Then we'll see whether or not it can be overridden.


At least this time there is enough time in the session for the an override vote ... unlike last year.

The antis are out in WV trying to drum up support for the Guv to veto and then have the legislature not override it. Here's a couple of examples.

Really Sheriff, concealed carry without a permit/license is not bearing arms? hehe that's torturing the language.

Happy Kercheval, Talkline News host and journalist weighs in: Do We Really Need Constitutional Carry? His opinion is that it may be a want, but it is not a crucial "need".

Yes, constitutional carry is needed.

Here's an example why. Let's say a person is open carrying (legal in WV without a permit). They go into a restaurant, retail store or grocery store and the manager asks them to cover up their gun because it is frightening some of the sheep. With Constitutional Carry, that open carry-er can be the courteous person and pull out their shirt and cover up--no big deal. It's a win-win for everyone in everyday situations. As it is now, if the open carry-er without a concealed carry permit covers up his gun with a shirt, he can be arrested for concealing a gun without a permit. The end result is that Constitutional Carry can make everyday social interactions much easier on everyone.

Besides, it is likely that a majority of gun-people will still want to get a concealed carry permit, so that they can legally carry when they travel to adjoining states. So Sheriff Meadows can put aside one of his main concerns, about loss of money ($6000-10,000 per month) from reduced concealed carry permits

In TX Body Guards are req to wear a special pin on their shirt when CCW. Similar to how Congresspersons wear to be exempt from certain State Laws while Legislature is in Session.

Maybe CHL holders should wear this pin on their lapel or w/i 4" of the left-side neckline of T-shirts.

The WV Guv vetoed the Constitutional Carry Bill on Thursday, delaying his veto as late as possible on the last day to try and run out the clock for an override. However, there still is another week of legislative session (to 12th?) for the legislature to override the veto.

They had the votes in the legislature, so unless votes flip, there is a very good possibility of an override.

WV Legislature overrode the Governor's veto today. Constitutional carry law goes into effect on 5/26/16!!!!

So far ... basically a non-event ... as it should be!

We've had "shall issue" carry permits for some years and legal open carry as well. Legislature passed and enforced a local law preemption as well. Permits have reciprocity with 34 states.
