House passes National Reciprocity Bill

Wednesday, the House passed the combined National Concealed Carry Reciprocity Bill combined into one Bill with the Fix-NICS Bill.

The vote was 231-198 (Yes 225-R, 6-D; No 184-D 14-R).

In the Senate, 60 votes will be required to pass it according to their rules, to override a fillibuster.
You can fool all of the people some of the time, and some of the people all of the time...and those are pretty good odds.

NRA has been pushing for this law for many years. I think they'd eat a steaming spoon full of crap just to get it passed and I believe that now that the bill has been moved to the Senate, that it's going to be changed significantly to what was originally done in the house.

I don't trust the NRA to make decisions on my behalf. They've proven themselves to make deals that I think should not be made. And in my humble opinion have set the stage for it from their prior comments about "bump stocks" recently already.

A few bills that the NRA has lobbied for, 1934 NFA, 1968 GCA, and not to mention, had no desire to challenge the 1986 Hughes amendment (why would they since they were instrumental in passing 1934 NFA), despite that I believe that the senate crammed the law through illegally from evidence that I have seen from video of the actual vote.

A 3rd element was added in the House Bill before passage (added to National Reciprocity and Fix-NICS).
A third provision requests that Attorney General Jeff Sessions give an official Justice Department position on whether the use of "bump stocks" — a device that increases the rate of fire for semi-automatic rifles — would lead to additional criminal penalties. The Bureau of Alcohol, Tobacco, Firearms and Explosives is evaluating whether it can regulate bump-stock sales.
So...it directs the AG to determine whether the Feds can add some type of extra charge against anyone who uses a bump stock in a crime. Probably not; but the way the process works is that then the AG and Justice Department will offer up in the future, a proposed bonus criminal penalty for a crime using a bump stock, that Congress can then add to the U.S. Code. That way the Feds can add a hate crime penalty (if the person has any hate in their heart--a thought crime) to the base charge, plus a new bump stock bonus charge, and a bonus charge if the gun is painted the wrong color (OK I made up that last one :wink: .

According to the 1968 Gun Control Act, the attorney general can determine whether a firearm is or can be classified as "sporting".

I think that is the angle where they are going to try to go after bump fire stocks, because with the specific way the law is written pertaining to how a full auto works, bump stocks (or even bump firing without a stock) clearly is within the letter of the law.

So, they're going to try to go the "sporting" determination.

The AG can make any determination he pleases in any way he pleases and without oversight.

This is another reason why I don't like the 1968 GCA.
