Multi-caliber, multi-length, and silencers parts. Lets talk law

Ok I own a small 07/02 and we manufacture a line of .22 silencers. I've been trying to dig into the legalities of how SilencerCo can sell the hybrid with multiple available end caps, and how other manufacturers are getting away with modular silencers that you can lengthen and shorten. I don't have the handbook in front of me but can someone tell me how these companies are allowed to sell silencer parts/accessories?

I'm not sure how they get away with different endcaps. In not sure if those are classified as adapters or something.

As far as modular silencers go, if you get both these criteria, you're fine:

- there is a configuration that uses every silencer part

-the collection of parts cant be assembled into two different, complete, silencers at the same time.

If those are both true, you're good. I'm not sure how silencerco gets away with not meeting the first one.

The SilencerCo end caps have been deemed not silencer parts as they have an alternate use as caps on the MAAD brake.

"any part intended only for use in such assembly"

As far as modular silencers go, why wouldn't they be legal? Is there a ruling, regulation, or law, that you can point to, which specifically excludes or deems modular silencers unlawful?

The only ATF/NFA regulation (ruling), that I know of, which deals with length is the one specifying repairs. It says a repair can't make the silencer longer. It's not a repair to reconfigure said modular silencer, not that you're making it "longer" anyway. As long as you don't make it longer than the length on the transferred form, what reg's have been broken?
