Look like a way to mount a SIMRAD or some other similar CNVD-type device. Maybe throw a PEQ-2 on the side for funzies.

I figured it has something to to with Secret squirrel Night Vision mount.

Old Old Old NV mount.
The bottom rail was a M4 (or other weapon) receiver extending rail to be able to us a Leupold M3A/Ultra or similar sight on a shorter receiver.
The Basket was to be able to use a SIMRAD or other type sight in conjunction as well as mount accessories to the side.
This was all pre-PVS-22 stuff.
