Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Got my stamp today! Looks like a giant postal stamp, with my serial on it. It took 2.5 months from sending it in, to getting my stamp. Now the fun begins!

2.5 months? That's quick. My Form 1 took a little over 4 months. Who was your examiner?

I had Sara Jones as an examiner, not a very speedy turn-around. Hopefully my pending form 4 gets your examiner...
