Question on dealer transfers

if my dealer does not have his copy of the paperwork that states he's holding the item, can he still transfer the weapon to me?


i'll get into further detail if needed.

and throw people under the bus if needed.

he has no paperwork, it should be form 4 in his business's name.

right now i have my form 4 and all other needed paperwork complete but he won't sign it because he physically does not have his copy of his form 4.

shouldn't i be able to mail my form 4 to transfer that machine gun into my name without anything needed? as far as the atf knows, he's got the paperwork and thats all that matters.

it was bought in july, transfer'd to this dealer now.

that dealer before this one..... now he was and still is a shitbag. but thats another story. this world is changing, dealers are becoming so lousy.

i wish i transfered that gun to umlaut arms. that guys professional.
