Yes, I believe it produced the desired effect.
It is not mobile and I think it was made from left over shipping containers.

Those cans are shipping containers for helo engines and other parts that require inert gas to prevent long term storage problems. They have been welded together to reduce muzzle blast of the M-109 A6 in the picture.

As it does not attach to the firearm it is not a suppressor at all.. Right?

Unfortunately the definition does not state that the item has to be attached to a firearm. I recall something a couple years ago where some guys were getting in trouble at a local range because they had setup some old tires with foam or some such inside them. Put the end of your barrel inside the tires, fire away, helps to absorb the noise. Guess what, silencer

I read a post recently where someone mentioned a similar setup, but they had an opinion letter from the ATF that said it wasn't a silencer because the device itself was not portable and that the definition of a silencer includes being portable:
"For the purposes of the National Firearms Act the term Silencer is defined in 18 U.S.C. § 921(a)(24)
The term “Firearm Silencer” or “Firearm Muffler” means any device for silencing, muffling, or diminishing the report of a portable firearm, including any combination of parts, designed or redesigned, and intended for the use in assembling or fabricating a firearm silencer or firearm muffler, any part intended only for use in such assembly or fabrication."
But the way I read that, it's anything that works on a portable firearm, not that the device itself that needs to be portable, for it to be a silencer. Of course if you could attach your firearm to the nonportable device, that would seem to be OK. But I suppose you could also argue that the silencing device itself not being portable means it only works when the firearm is there with it, essentially making the firearm not portable while being silenced...
