Philly must be a tough town if the local police need 1,356 M-16s on hand.

They have 1,300+ M16s on the books, and one of them is missing. However, they still have 100+ officers to ask.
Two things about that - first, it's a non-story. It isn't even a finished story, it's just a non-story.
Second, the weapon that's missing is checked out, yes? Who is it checked out to? Ask him/her, THEN have a s--t-fit when that individual doesn't have it.
The only real story here isn't that one gun is on the loose, it's the reflection on poor accountability of the armory.
