rule changes

General silencer discussion. If you want to talk about a specific silenced rifle or pistol, it is best to do that in the rifle or pistol section for that brand.

All NFA laws apply.

Yes the rule change will happen, when they will go into affect? NOONE knows.

There has been zero talk about a grandfather clause as well. They may or may not grandfather all current processing applications.

Again, NOONE knows, not even the ATF!

Then get them in ASAP!

Noone knows when it will go in affect but I would personally have them in before the rule comment period ends.

ok, here is the text for the proposed rule change, this was proposed by the DOJ

DOJ/ATF RIN: 1140-AA43 Publication ID: 2012
Title: Background Checks for Principal Officers of Corporations, Trusts, and Other Legal Entities With Respect to the Making or Transferring of a National Firearms Act Firearm

Abstract: The Department of Justice is proposing to amend the regulations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) regarding the making or transferring of a firearm under the National Firearms Act.

The proposed regulations would (1) add a definition for the term "responsible person";

(2) require each responsible person of a corporation, trust or legal entity to complete a specified form, and to submit photographs and fingerprints;

(3) require that a copy of all applications to make or transfer a firearm be forwarded to the chief law enforcement officer (CLEO) of the locality in which the maker or transferee is located; and

****(4) eliminate the requirement for a certification signed by the CLEO.****

Agency: Department of Justice(DOJ) Priority: Other Significant
RIN Status: Previously published in the Unified Agenda Agenda Stage of Rulemaking: Proposed Rule Stage
Major: No Unfunded Mandates: No
CFR Citation: 27 CFR 479
Legal Authority: 26 USC 7805
Legal Deadline: None

It will kill alot of NFA sales, not just cans.

I foresee it being overturned or converted to CLEO notification in the future though.

Reread my comment, I didn't say cans would not be affected, everything will be affected.

Send them all in in the very same package and you can include one check, one trust and one citizenship form.

The other option is that states will pass "shall-sign" laws requiring LEOs to sign.

I think it's just going to be an inconvenience in the short term. There are others besides CLEOs who can sign. I think those in elected positions can play this off on one another politically- at least in Republican areas. I think it's doom for NFA stuff in CT, MA, and other heavily Democrat states.
