engraving location

Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

engraving location

I'm going to build an 8" can and only have 3-4" sticking out from under the hand guard. I've read that you can't conceal the engraving. Would this be considered concealment our can I just have it engraved right in the middle?

If it is permanently affixed then the engravings would need to be outside tue handguard. If it is removable then anywhere is fine.

Does it make a difference if it is welded on yet can still be seen through a handguard like the seekins bar?

Yes there is a difference, under a handguard doesn't qualify as wholly unobstructed.

Why not just engrave at the end of the can and be done with it?

If it's under the handguard I don't care where it ends up rotationally. If it's out in the open I want to make sure it ends up on the bottom of the gun and I have to do a little more planning.
