Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.
According to SDTA they have changed this freeze plug and it no longer fits the centering tool they make. On ebay, you can find lots of 555-104, but I have no idea how old their stock is and if they're carrying these 'changed' ones or not.
On another forum, someone found that these plugs also fit:
Sealed Power SEP 381-3179 for D tube 1.350
Sealed Power SEP 381-3016 for C tube 1.000
Sealed Power SEP 381-3080 for 1.375 Custom D tube

Problem is I can't find anywhere online to buy them and I don't have a NAPA here so I can't special order them.

That is my post, Sealed Power SEP 381-3179 for D tube 1.350 is what you want. Summit Racing carries them, also you can walk into pretty much every auto parts store and ask for a 1 3/8 freeze plug and they will have some brand that may work for you.
Out of curiosity .... Just what did dorman change ? Is it the id or the od on them ( i am assuming its the id since the widget wont work but i was wondering if the " new " plugs are too large or too small for the centering tool to work ) I wouldn't be using this method personally , but for the guys who are looking at it exactly what changed and what to look for could well be frustration saving information .
For instance if the " new plugs " are just a bit large a wrap of tape on the widget might fix things right up , If too small a fella might use a stove bolt as an arbor and run the widget on sandpaper or a file to bring it down to fit .
Sorry to bring an old thread back but I emailed dorman and they said there was no difference between the 555-104 and the 555-104b but the guy who sells the baffle tool on ebay that says only use the -B model as it is dimensionally different than the non -B model. Dorman says the -b is for denoting bulk packaging.
I can confirm that those centering tools do not work with the 555-104 any more. I had some 104's from an old batch that would still fit, but almost none of the new ones would. The inside diameter of the 555-104 was too small for the tool to fit in.
I just received a new centering tool and have tried it with the 381-3179 and it works fantastic. Perfect fit on every plug. It seems the outside diameter of the 381-3179 are just a touch smaller than the Dormans, because I had much less trouble inserting them into the tube than with my last build.
