Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

9" OAL, 1.61 average overall OD, small end is 1.59, 1.5" ID, 1st cone is integrated and welded to the 2.5" x .080 thick 1.5" od blast chamber and is un-clipped . The next 5 are clipped and the last one is not. No spacers are used, all baffles are welded to the tube. It ended up weighing 1lb 11oz on my eBay postal scale. Overall this has been my favorite build, the electro etch numbers look almost factory! (minus the paint shop to conceal the serial, I don't know why we do that)

I've only shot it with subsonic 300 Blackout, it's quieter than my 10" K can....maybe I need to try another K baffle can? According to my wife, it's quieter than my Gamo Whisper.

I'm using straight salt water, haven't tried vinegar. Does it give a better result?
Not that it's perfect, but I'm using a spare car battery for my power source, and get a pretty deep etch in less than a minute. It will tend to pinhole through a laser toner mask though, hence the desire to obtain vinyl masks.

I didn't have much luck with straight saltwater on stainless, aluminum was okay. I run my amperage at the 100 amp setting, which is quite a bit less then a 750CCA battery. The couple that make my stencils are encouraged but hesitant to start making too much stuff. He's a submariner and She's got plenty of kiddo's to deal with. I'll keep on him, I gave them a hundred bucks for double stencils for 8 form 1's and Fire/Safe stencils for three 80% lower's. I figured that was way cheaper than getting each form 1 engraved at 75 bucks a pop.
Here's a couple more, the top one is 316 stainless the bottom one is 6061.
I have done testing on 316 ss using an ATV battery, worked well enough that when I finish my form 1 that's the process I will use.
I use felt stretched over copper and salt water(water that will not dissolve any more salt).
It takes less then 30 seconds.
