Guns in New Zealand

I'm involved in a conversation on another forum. A person from NZ claimed in part;
A gun license is issued entirely at police discretion. I don't know of any cases of people being declined without good cause....
I find it quite hard to believe that there are no law abiding persons in NZ who want to own a gun but can't get a license (or what ever is required) just because the local police won't issue one.

What is the process for obtaining a permit/license to own a gun in NZ. Link to the laws? Thanks.

"without good cause" would imply that they were not law abiding citizens.

Visitor's firearms licence

A visitor’s firearms licence will let you shoot for hunting or competition in New Zealand for up to a year.

You will need to show that you are a genuine shooter in your own country.
Visitor’s licence application fee - NZ$25.00 (including GST).

Apply online for a visitor’s firearms licence at least one month before your visit.

If you intend staying longer than 12 months you must apply for a standard New Zealand firearms licence [PDF, 30KB].

Standard firearms licence – who needs one?
Anyone can use a sporting firearm without a licence if they are under the immediate supervision of a licence holder. 'Immediate supervision' means the licensed person is within reach and can control the firearm. The superviser must not be using another firearm at the same time.

What happens once we have your application ...
A background check will be carried out.
A vetting officer will contact the applicant to arrange an interview and complete a security check.
A vetting officer will interview the applicants referees.

What else you need to do ...
You will need to have a good understanding of the 'Arms Code' and what is required of you to use a firearm.
You will need to provide a safe and secure place to store your firearms (see the 'Arms Code').
