Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

You are correct.
Its called a (Reverser) and controls the forward & reverse motion of a locomotive engine.

The 1st photo shows a smooth bowling-pin shape covered w scaley overlay. The background appears to be a paper towel.

So somehow a manufactured part covered w pewter or lead. Something very tiny though.

If anyone is a 3gun shooter look around the 40-50 yd steel target, I've found several like this one. When the shot gun slug hits the steel at the proper distance, when the slug is flattening the center pops out away from the target
Most never formed the drop or the drop pops off.

Guess we need to call the slow-mo guys!
