I want to build an upper for my SCR

I was thinking of getting a Gemtech Trek and getting a barrel to pin it to so I can satisfy the overall length requirement.

Should I use an adjustable gas block? Any sugggestions?

Yes, get an adjustable gas block.

FWIW: I highly recommend getting the SBR stamp. I regret welding on my 300blk can just to save $200.

Yes, get an adjustable gas block.

FWIW: I highly recommend getting the SBR stamp. I regret welding on my 300blk can just to save $200.
Due to the laws where I live a threaded barrel is a no no. That is why I am going for a can that can be pinned and permanently attached. The laws are so messed up where I am.

Why not pin a QD muzzle device instead?

Don't get me wrong, I have several dedicated designs, but why perm attach if not needed? Also, your nice warranty is most likely toast.

Looking around I figured this would be my best bet to abide by the laws.

I'm not 100% on every states laws, but the only state I knew to ban muzzle brakes was NY. This regulation, part of the SAFE Act, was overturned some time ago.
No reason you couldn't cut off or drill out the brake portion and pin/weld it to the barrel.
Just saying, you have options.

As far as what you suggested I was thinking of that until my SOT and lawyer pointed out these aspects of the Safe act

I can have a semi auto with only one “evil” feature. I am using my SCR so I can have the detachable magazine.

Evil features include

(vi) a flash suppressor,

(vii) muzzle brake (note: this reads “muzzle brake” as originally written and was held to be unconstitutionally vague by New York State Rifle and Pistol Ass’n, Inc. v. Cuomo, 990 F.Supp.2d 349 (W.D. N.Y. 2013), but upheld on appeal, New York State Rifle and Pistol Ass’n, Inc. v. Cuomo, 804 F.3d 242 (2d Cir. 2015) (reasoning that because the misspelled “muzzle brake” has no accepted meaning, there was “no meaningful risk that a party might confuse the legislature’s intent”)).
(viii) muzzle compensator,
(ix) a threaded barrel designed to accommodate a flash suppressor, muzzle brake, or muzzle compensator (see note above at (vii) re: “muzzle brake”).

So that’s kinda where I stand.

Not to sound like I'm pushing an agenda, but to let you know you have options:
No reason you shouldn't legally be allowed to do what I described. By drilling out, cutting off, or otherwise modifying the Flash Hider or Brake, you'd be effectively eliminating that feature and turning it solely into a QD device. As the law states

It doesn't expressly prohibit threaded barrels, just ones used for those 3 features. It doesn't ban QD devices or barrels threaded to accommodate them. It also doesn't ban suppressors or barrels threaded to accommodate them. You're not doing anything deemed, written, expressed, or implied as illegal.

F them, their ridiculous infringements, and don't make it easier for them.
