Well, let's say there are 3 billion females.
And let's say 1 billion of them are of an eligible age.
And let's say 1 out of 1000 of them are really hot.
That still leaves 1 million really hot women. To say that this women is hotter than those 1 million is unlikely.

There are so many sexy woman in the world, I could never agree on a "sexiest", it's just another media ploy to attract readers. 
I think GOD did a good job with the opposite sex.. ( whether you believe in GOD or an opposite sex or not.)
