Where to measure from to cut 870 barrel?

I want to cut the barrel on a 870 down to 18 1/4", Do I just measure from the end of the receiver? I have used the search function with no luck.

Close the action and drop a dowel down the barrel until it touches the bolt face.

That is how the BATFE does it.

I thought the BATFE's method of measuring was to get a confidential informant to mark a 17 3/4" mark and let you cut it while thinking it's at 18 1/4".

Take barrel out!!!!!
Measure from the tab end of the barrel that sits in the reciever to the desired measurment.
On my SBS I have a 12½" barrel but outside, the barrel measures 12"
