Now that is interesting. I suspect that the ATF's ruling is overly broad and encompassing and would be ruled void if challenged. But all in all, I wouldn't want to be the test case. I have a Winchester Model 69A Target with no serial number that I inherited and the rear sight was lost. So I had a gunsmith fit it with a Redfield rear sight and mount. He had it a week and it was logged in and out. I believe you just put "none" in the serial number space.

You have more powder space in a 38 Super and can load a heavier sptizer type bullet to max subsonic velocities. More energy at the target! Or better yet, load a 357 Maximum! In a 223 can even aluminum doesn't hold up well.
