I could be wrong but I don't believe there is a way for suppressors imported into the U.S. to be legally transferred to a non-licensed individual or non-government or non-government sponsored agency.

From what I've read a reduced staff of agents are working (maybe without pay) to process Form 5's and Form 3's but Form 4's and Form 1's are not being processed.
