rotary 4th axis indexing with a flat endmill. The feature is created with a plunge cut so a centercutting endmill is required.

Keep in mind 17-4 shrinks (at a very predictable rate) when heat treated. Compensate by cutting your parts oversive by the calculated amount. You could interference fit the end cap to the tube and then cross drill and interference pins at assembly. Then turn the pin flush to the tube

X750 is pretty stout initially. do you know what condition it is in? (annealed, equalized, precipitation hardened etc)

you can get free trials of ISMI TurboCad. Cubify design (low end version of alibre)

Not anywhere near as easy as pro/E but its free for a bit.

I was going to hard face some baffles but I had no way of grinding the bore if it was occluded by the hard facing
