All the Youth Model shotguns and you can have the stock modified and fitted with a recoil reducing pad by a gunsmith for proper stock fit, length of pull for your wife. Better yet, get a standard 18 1/2 inch slug barrel with Rifle sights, and get it back bored and trimmed to 15 inches, so you are well within legal overall specifications, get the front sight relocated too.
Have your overall length at 26 inches to be on the safe side of the fence..
