Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

If a guy was to just shoot subsonics in a 300 blackout would 7 flat washers with 1 inch spacers work and a 2 inch blast chamber? Or do you need to bend the washers into cones and make M baffles? I was just looking at a simple build for plinking around.

If you are in a location where you can legally build a suppressor and not have to pay a ridiculous tax to do so, than sure, why not? Washers have been used in improvised designs for years, and they kind of work. It is even easy enough to form them into partial cones with a steel ball, a socket, and a vise or a hydraulic press...even a hammer. ( So easy, even George Clooney could do it!) Since you can get parts that are much easier to turn into suppressor cones, why bother building a really poor design, unless the plan is to just do it on the cheap? If you have to pay for a Tax stamp, building a quality "Can" won't really be all that much more work or expense.

I'd get more baffles in there (you can space closer to 7/16-9/16") and drop that blast spacing to "quite small".
If you can make a die and press them into a slight cone shape, as well as clip, you'd have even better performance.
