Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Hello.
My English is very bad but I'm here...
I found a silencer project plane on the web similar to this (dimensions mm):

I made some modifications to use it in a Mosin Nagant 91/30 (calibre 7.92). Detail:

I put it here to help me with some questions:
-What type of thread to use on each side: rifle-muzzle brake, muzzle brake-cap 1, cap 1 -tube and tube-cap 2.
-Distance from the muzzle brake to the first deflector.
-According to my design, what cut should I make to the deflectors?
I want to use Titanium, what type should i use?
-Other suggestions.

Clarified my doubts I will make the corrections and I will put here the final version.

First welcome to ST or as its often called the obsession. I don't know what your knowledge is about suppressors so if I am remedial in what is said forgive me. The 7.62x54R is a supersonic cartridge in standard loading's and will never be silent. You can diminish the report to the shooter but anyone within 140* arc in-front of you will hear the blast very well. Also anyone behind you will be able to pinpoint you with great ease. This is basic field craft that should be known by all.
You can build the basic suppressor without modification. You could delete the muzzle device and add a few baffles if you wish. Porting or clipping of the baffles can be done if you wish....it won't make much difference. Titanium is fine but steel will work just as well. The use of stainless is recommended for the lack of maintenance required for the life of the suppressor.
The threading and assembly of the rifle /suppressor must be done with great care and precision. A machinist with proper tools is best for safety reasons. The minimum bullet passage is .308+.060 or .368 for all baffles and end cap.
The only reason after 243 years the government now wants to disarm you is they intend to do something you would shoot them for!

I find my Mosin Nagant carbine to be incredibly quiet, especially since I broke the firing pin 10 years ago and left the gun rusting in a corner...

I nonw that but its precise data was unknown to me. Maybe is better to use the attenuator term...

I read that it was 1mm but 1.5mm is much safer...

A little known but efficient suppressor for your caliber
could be the South African VectorCR-21 two part suppressor, it might pique your interest:

First section is an 'empty' open can with just a snorkel facing back from the front cap;
second section that is screwed onto the first front cap has a baffle.

A robust version of the 1960's rare Parker Hale .22 'Snorkel' MM1 and
sharing some of the engineering of Don Walsh's 1980s 'self-aligning' suppressor.

A picture of the CR-21 Vector suppressor can be found in
Paulson's books "Silencer: History and Performance, Volume 1 & 2"

Straight froward to build.
