Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Slide-Hammer Baffle Alignment Gauge Design

Here is a description that I recently sent off to a brethren here
for an alignment gauge that came to mind last time
baffle strikes and alignment in a can arose:

First: use a barrel threading alignment tool die starter screwed into can with pin directed to
front of can, of course ( 1/2-28 RH Barrel Threading Alignment Gunsmithing Tool TAT Die Starter for .22LR )

Second: make/find an thin wall aluminum or steel 'straw' about 8" long with hole ≥217" that slips firmly over
pin. One now has an axial long steady rod .

Third: In a lathe collet hold the bullet for the particular can ( e.g., .45, etc.) drill a hole
the diameter of the 'straw' so that it can slide easily up and down like the sliding weight on a dent or hub
puller on a slide hammer.

Coat the bullet with lamp black/soot, grease pencil, lipstick, or marker, insert it onto the
'straw' and slide it up and down ( shaken, not stirred ) inside the can.

Any contact points are immediately seen on the slug.
