Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

The Glock "Tactical Suppressor" ( Wet, wiped, and disposable ) does not use a LID, but it reportedly works okay. Probably being made of plastic makes it light enough to work without the booster. If you could make a very, very light suppressor, you could probably avoid a booster, but it would have to be made from some form of unobtainium.
