Form 1 OAL

Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Are there any consequences in making a suppressor overall length shorter than the length specified on the Form 1 application?

If memory serves correctly in the past on this site

I think you need to file an amendment, legally. That you are amending the length of an "unbuilt" silencer. Also, pretty sure shorter is ok within reason, but not longer.

The existence and widespread use of modular suppressors implies that going shorter is OK.
