Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

I have been searching online and reading many threads here. Yet I am still a bit confused on the legality of end caps

I have read that it is legal to have different end caps for a form one can, say in different calibers, if said end caps are NOT the piece that secures the baffles in place to constitute the suppressor. Is this true? What about having various mounts that thread into a universal mount cap? I have my eye on two different length thread adapters, both convert from D thread to ASR thread. One doesn't contribute to OAL, the other adds about a 1". It would be nice to own both to have the choice of creating a larger distal chamber. Is it legal to own both pieces for one Form 1 can?
