Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

I thought modular form 1 cans were verboten but it seems that modular suppressors are an option for a form 1 now? I'd like to make a can or two using this concept. When I first joined here, in 2015 I think, modular suppressors weren't as prevalent as they are now and it was the opinion of most in the group that they were illegal as a form 1. Did something change?

Just a guess but the edict is "You cannot make the can
longer which in turn makes it quieter than the original
registered design dimensions"

No 'viagra' for suppressors allowed but in the words
of a most dear departed WW2 buddy who used to say
you are allowed to bring in a Mohel to the can ...
