Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Form 1 cleared in 20 days btw

Any good posts here about monocore designs? I've done an sd like build that's mouse fart level but there was a lot of room for error in that. I got about 6 inches of length that can be milled out and the od of the core is going to be 1.875 inches. Really too short to guess randomly. I rather stick to 3 axis milling but I could free up the 5 axis if I'm willing to wait a long ass time for it to be free for my nonsense.

100% aluminum. I think its 6061 but it's been in the scrap pile so long

1.875x6 should be plenty for 9mm subs.
Something like the YHM Sidewinder wouldn't be unpossible on 3 axis.

When I did my 5.56 can a large blast chamber did a lot for making it quiet but I'm by no means know what I'm doing and 9mm isn't even in the same ball park.
