Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

A long time ago I made some predictions about where I thought suppressor tec was headed. As I recall my money was on noise cancellation through using the gas against itself causing dissipation of the energy that may be perceived as sound. I think I hit it on the head with the Ruger melted baffle but others went in another direction. What dose your crystal ball say?
The only reason after 243 years the government now wants to disarm you is they intend to do something you would shoot them for!

Good Captain, first introduced to the development and ' limited
field-trials' of cans starting in the 1960s in far away 'green hell' by
'not-us' 3 letter folks etc. For those of us blessed with 'testosterone poisoning'
from first time strapping on set of Roy-Rogers cap guns in 1940s. ... noise hurt ears .. fascination
with suppressors, their design, evolution, and history
over the intervening years led to gathering an extensive library and data base
of information.

It allowed the gathering and even almost-patenting
of a few designs ... beaten out in one case
by that dastardly New Orleans 'The Wacky Wabbit* Don Walsh :). ...

Starting with MIT late 1880s graduate Percy Maxim's historical design through the evolution
of baffle shapes ...K-Baffles to recycling and blow through perforated end cap,
all designs are basically the same. Evolution of materials, CNC precision, tweaking of baffle
shapes like stellar DeadAir products, but blind folded for each caliber not much received difference.
In particular really enjoy demonstrations of cans with presenter wearing hearing protection.

PTK's 12" K-baffle can that is always a joy to 'not hear'. Volume, .22, etc.

Present day designs, materials, and technology seem to have reached their limit.
Db Meters do not lie.

So what would be a WAG for a possible next evolution? Development of expandable material
for can's tube starting with Buckminsterfullerene/type of fullerene with the formula C60.
End caps made of Ti/SS/Al; baffles 3D printed honey combs out of teflon embedded with metal particles and
fullerenes ( allowing for non-stick easy cleaning ).

Vary the thickness of the tube with middle third thinner which would allow temporary expansion bubble that
in full shape looks like Jesse James* toilette bowel round float with return memory back to cylindrical shape.
Heat resistance. No fouling sticking ... easy to dip/clean.

Actually wrote this up years ago but like all good intentions it has sat in back file.

The current models have not topped out as they continue to shrink in size and maintain a high level of performance. Much of what I have preached over the years has come true. Smaller size = high performance as gases are worked harder with small volume suppressors. "few listened" when I stated this. Gas retention is a overlooked factor again few listened yet one company now addresses this.

Old ideas are new again when modern tech is applied. Alloy's composite construction tunable design will address many ill's of early designs and stay within the rules of amateur construction. I don't think we are even close to maximum development.
I would have to give a good long think on where the future is going. Disposable printed would be a thought.

I'm still focused on spook's and the military in arms development and suppressors. "Quiet guns for diplomacy" is my business and I'm not finished yet.

Historian I hope to get your hopes up in that things are a changing.....the HPA may come true without a law being passed.

Good Captain, ancient Balkan Mountain complimentary saying re. passage of HPA:

So many our our fine military youth over the years
had suffered audio damage from not using suppressors
in training and combat. Dick Culver among so many
knew this and in Dick's case did something about it.

The Corps (not pronounced CORPSE Barack Hussein :) )
is starting to use them.

The 1934 Act is unconstitutional as it imposes an excessive tax
to obtain an inert device. Remember recent doofuses who have
tried to tax each bullet 100% to run an end around the 2nd Amendment.

Funny vignette long ago in Southie, the time when
any mincing epicene wokester would have been treated to a curbstone
sandwich, raucous Gallic gentlemen
who worked the docks voiced their hope that a local politician would
not run. The silence was broken when an intimidating voice in back,
'he who had to be obeyed', said he did not agree with them.

Quiet.

He hoped in fact
that said pol wold run ... into a wood chipper. After a pause the denizens
broke into uproarious laughter.

Still funny to this day.

Clarification. One of the brethren asked meaning of' good-intentions-highway remark'.

A Twighlight Zone episode found a panicked driver lost at night and sees a road
sign "The Good Intentions Paving Company" and freaked out
as he realized where he was going remembering the old
saying "the road to hell is paved with good intentions"

Moral: don't defer or you will regret.

Actually there is 'a road to hell'.

US Highway 431, a 353 mile stretch of road running from the Alabama-Tennessee line
down to Dothan (we irreverants called it DOG-Breath :) ), Ala.
and commonly referred to as the “Highway to Hell,”
named one of the world's most dangerous roads.

Key ingredient to longevity is humor.
