There have been some recent stories on TV of CA, OH, TX, FL reversing their previous stance of issuing food stamps to CONVICTED Drug-dealers and Sex-offenders. (In conflict w Fed Law.)
While KS, ME are RESTRICTING the use of foodstamps on out-of-state: Cruise ships, "massage" and tattoo parlors, and Commercial Narcotics dispensories in States that have 420-Legalized.
